Humanlabor is one of the resources that determine the existence as wellthe going concern of the organization, including the health carefacilities. To this end, both small and large organizations have HRdepartments whose primary duty is to manage employees. The existenceof a quality and an effective HRM department is critical to thesuccess of the organization (Stringer, 2013). This paper will addressthe functional roles of the HRM department with the main focus on thehealth care sector.

HRMdepartment has four major functional roles. First, it is theresponsibility of the HRM department to staff all the rest of thehealth care facility`s departments. This means that the HRM shouldhire all the health care providers and other members of staff (Gomez,Balkin &amp Cardy, 2012). The HRM department accomplishes this byinterviewing prospective employees, administering different abilitytests and hiring those that the department feels are competent toserve. This role is critical to the health care facilitiesirrespective of their sizes.

Employeedevelopment is the second functional role of the HRM department.Staff development is a means of equipping them with the knowledge andskills they need to carry out their day-to-day activities. Forexample, the newly recruited employees should undergo an orientationprogram, which involves informing them on what the organizationexpects from them (Stringer, 2013). The training programs offered bydifferent organizations can be grouped into professional andleadership. Leadership training programs equip the newly promotedemployees with performance management and human relation skills.Professional training programs, on the other hand, are designed foremployees who are seeking promotional opportunities and those who arepursuing personal goals, such as acquiring a college degree(Stringer, 2013).

Thethird, functional role of the HRM department is to coordinatecompensation and benefits for all employees within the organization.This function includes setting up the employee compensation structureand assessing other compensation practices (Bianca, 2014). Otheractivities under this function include negotiating insurance packageswith insurance firms on behalf of employees. The HRM department alsomanages employees’ retirement contributions, rewards extemporaryperformance, and punishes under-performance. Moreover, the HRdepartment ensures that the payroll system is running smooth.

Thefourth HR department is governance, which is a broad function thatinvolves the development of employee relations, respect for employeerights, managing employee health and safety, and addressinginternational HRM challenges (Gomez, Balkin &amp Cardy, 2012). Theincrease in the unionization of the work environment has necessitatedthe combination of labor and employee relations. This functional rolefocuses on establishing a sustainable relationship between employeesand the employers. Employee relations include the measurement oftheir satisfaction, engagement, and finding solutions to theirconflicts (Stringer, 2013). Labor relations involve the developmentof management response to labor unions, interpretation of laborcontract issues, and engaging in collective bargains with laborunions.

Inconclusion, human capital is one of the resources that allorganizations need to survive and enhance their competence. However,this precious resource needs to be managed property in order toensure that an organization gets the best out of it. The managementof the human resource is carried out by the HR department. Some ofthe functional roles of the HR department include staffing, staffdevelopment, governance, and compensation. All these functions arecritical to the HR department for both the small and large healthcare facilities.
